[Flow-tools] FlowViewer 3.1 is now available

FlowViewer 3.1 is now available.

Upgrade includes:

statistcal information (MAX, MIN, 95th PCT, AVG) with FlowGraphs
introduces the ability to archive and restart trackings
now permits queries longer than 30 days
permits a range of port numbers (e.g. ports 1024:1048) on queries
fixed a number of small issues
